This is correctly called a holding foul; however, let’s look to see when the whistle is actually blown. On perimeter plays like these, an immediate whistle is needed. These are NOT SDF (start, develop, and finish) plays when the players rhythm, speed, balance and quickness are all affected.

A foul should have been called at 12;56, a few second earlier on this play.

the table side official got straight line on the quick contact which occurred on the first dribble and the offensive player didn't get off balance until the 3rd step. So it appeared late but the Center official didn't want to call the initial contact on the Trail official's toes
