Board 12 Background Check Registration

All Officials Must Complete a Background Check Every Two Years

All Board 12 officials must complete a background check through the National Center for Security Initiatives (NCSI) before they will be able to work any games at any level.  Results of the background check are only transmitted to the Board 12 Secretary, and all of the information submitted by the official and collected by NCSI remains only on NCSI's systems; no personal information is stored on Board 12's website. 

Each official will need to pay via a credit card when registering.  NCSI only accepts Visa or Mastercard at this time.  
You will be asked to upload a picture of your driver's license, from your computer, during registration.   You should have the copy/file already on your computer before starting to register.  The easiest way to do this is using your cell phone to take a picture of your license and then email the image to your computer.  The upload license image file is limited to 2MB in size therefore use a low resolution image format like .gif   Microsoft has a help page if you need help resizing the picture - try reducing the size by 50% and saving as a .gif file. NFHS Rule Differences by League for the 2026-2027 Season

Rules are the working “tools” of officials.  Rules knowledge is the foundation of confidence and competence on the court.  Below are links to tables detailing the exceptions to the NFHS Basketball Rules to be applied to Boy’s games in the WCAC[1],  IAC[2]  & MAC[3]  and to Girl’s games in the ISL[4]  & MPSSAA[5] .  The majority of these differences from NFHS rules relate to the adoption and use of the shot clock.  

In addition, the WCAC recently changed the league’s By-Laws to allow HOME teams to wear white or an off white color and the VISITING team to wear a contrasting dark color.  The WCAC also recommends that both teams meet at the top of the key closest to their benches for any pregame gathering and that the home team is the only team that can gather at center court.

Similarly, the ISL requires HOME teams to wear white or light jerseys and the VISITING team to wear dark jerseys.  The ISL does not require the Official Scorer to wear a black & white striped shirt for games.

n all other instances, Federation rules are to be applied.

​Takoma Acedemy is an independent school which uses NFHS rules with no shot clock.  Pregame dunking is allowed.

Executive Directives - June 1, 2026

Pursuant to my authority under the Constitution, which gives the President general supervision and control of the business and affairs of the Board,  I am implementing two new executive directives below.  I have attached the initial and current list of executive directives that have been implemented since June 1, 2025.  I am requesting that the Secretary publish the entire list of executive directives on the board's website, in an appropriate conspicuous location.
  1. Exe. Directive 01-26 - ordering that, effective June 1, 2026, members chosen by the Commissioner to serve as Assistant Commissioners shall be subject to the advice and consent of the executive committee, and will be appointed by simple majority vote, with at least 50% of the executive committee present at that vote.  Assistant Commissioners shall be subject to removal from their position, only with cause, by two/thirds (2/3) majority vote of the executive committee.  However, a commissioner may remove and replace an assistant commissioner at will.  
    • Assistant Commissioner notes and clarification: Assistant Commissioners are not members of the Executive Committee; these members hold no constitutional authority over the discipline of another Board 12 member.  An assistant commissioner's mission is to assist the commissioner in the assignment of games.  As such, an assistant commissioner shall not be relied upon when deciding to take any adverse action against a Board 12 member, other than providing factual information that may help the commissioner gather evidence pertaining to an official not being available to work all levels of games or the imposition of fines for excessive declines and/or repetitive late turn-backs of assignments.  See Art. VI. Sec. 7(f)(k).  Any consideration of discipline and adverse action is explicitly a function of the executive committee. See. Art. IX. Sec. 8.


This rule brings the assistants in line with committees and other groups responsible for the operation of this board in any capacity.  Moreover, it assigns accountability and oversight to the board of directors.

2.  Exe. Directive 02-26 - ordering the temporary stay (suspension) of any newly elected Treasurer's signature authority on all member checks until after a 90-day acclamation period.  This cessation of duties may be extended at the discretion of the president at the conclusion of this period.
